The film begins with a reporter laying the circumstances of the world the story is set in, which is 10 years after a revolution occurred which overthrew the American Government and established a Socialist Democracy. We learn that women continue to be victimized by being seen as an object in a man's world. Adelaide Norris becomes the leader of the Women's Army which seeks to gain equal rights for women, and marginalized groups in society including those in the LGBTQ community. Adelaide has been laid off from her construction job without any reason for her firing. We learn that she is being followed by the FBI and the women of the stirring uprising movement are being watched.
Two radio stations are at the forefront of the movement: Phoenix Radio led by DJ Honey who is a softer spoken leader, whereas Radio Ragazza is led by DJ Isabel who is adamant that revolution must happen and that the Women's Army is too passive for real change to occur.
Adelaide meets with a woman who leads an army of women overseas. After their meeting Adelaide travels to learn the army's tactics and strategies (which include force) to bring them back to America. But, Adelaide is arrested at the airport when she arrives home by the FBI and is said to have committed suicide by hanging herself in her cell...at least this is what the media reports. But, the Women's Army doesn't believe it so, they hijack a news hour to speak their agenda and what they want.
After, both of the radio stations are burned down and Isabel decides to join forces with Honey by creating a mobile radio station dedicated to the movement which seeks to reveal the truth that the Government is operating as a Socialist Democracy in name only and to gain justice for Adelaide. The Women's Army grows increasingly willing to use violence as they are not heard, nor taken seriously by media outlets--3 female editors are fired for airing anything about the Women's Army. The final scene is the Women's Army planting a bomb at the World Trade Center after the President of the United States proposes that women be paid to do housework. The bomb goes off destroying the antenna which sends out the media's feed of such messages by the President.
