The scooterwalla has a very carefree and almost fatalistic attitude. He believes that his fate is in place and nothing he does will change it, so he doesn't worry about driving dangerously. That attitude contrasts with the feelings of Amrita and Hemu, who express concern about how he drives. As a man, the scooterwalla is comfortable with living in a predetermined state, but the women feel trapped by it and push back against it.
