Bane says this to Dr. Pavel as they are about to be lifted from a CIA aircraft. Dr. Pavel is afraid for his life as Bane is one of the most dangerous men on the planet. Bane assures him that he need not panic as he has a use for him. And also promises to make his fear real at a later point.
"You wouldn't beat up on a woman any more than I'd beat up a cripple. Of course sometimes exceptions have to be made."
Selina is introduced to Bruce Wayne after stealing his mother's pearls, and plays the helpless little girl tactic on him. That is until she takes his cane away from him and escapes out of the window with her loot.
"Might be the time to get some fresh air. Start paying attention to the details. Some of those details might need your help."
Blake says this to Bruce Wayne who he knows is Batman. He tells him he needs to get back into the game and start paying attention to things that he is letting go. Without his attention people are being left behind including the orphans he is meant to be supporting.
