Why does Katniss create a dummy of Seneca Crane?
Katniss, along with the rest of Panem, is reminded of her total powerlessness by the Quarter Quell. Her actions in the training center are a defiant attempt to show the Gamemakers that she's not afraid of them, and that they will be held accountable for their crimes. Obviously she still is afraid of them, but since they've already put her in a situation where she's forced to fight to the death, she reasons that there are few ways for them to make her situation worse.
